ISSUES TO BE CONSIDERED
1. In house built software, vs. 3rd party software (e.g., OS, COTS, GOTS)
2. Identify and build partnership with organizations and individuals within Division, Directorate, TMOD, JPL. NASA participating in this effort.
3. Keep a close eye on what rest of industry is doing, e.g., tools, approaches, etc.
4. Explore available/existing tools to inspect, assess, correct, estimate the Y2K problem.
5. This effort should not be ignored. It may have greater impact on Sections and TMOD when in Y2K failures will occur. Therefore proper allocation of resources (people, time and $) is required.
6. At least on resource (Cliff) should be full time allocated for the Navigation Program Element within TMOD with across technical sections coordination.
7. Recommended (top level) Steps/Schedule.
8. Cliff will build and maintain a Navigation Program Element Web page (under TMOD) for Y2K Project containing all related developments, milestones, resources allocation and issues.
